José Carlos Soares Machado, a Partner at SRS Legal, was elected by the Portuguese Parliament to the Superior Council of the Public Prosecutor's Office, as part of a single list of personalities of recognised merit, following a parliamentary hearing in the Constitutional Affairs Committee, which gave a favourable opinion on his candidacy.
Throughout a long professional career in Law, Soares Machado is a reference in the area of Litigation, Arbitration and Mediation. At the Portuguese Bar Association, he took part in six election campaigns for almost all of its bodies (for President, General Council, District Council and Superior Council), having been President of the Lisbon District Council, a member of the General Council and a member of the Superior Council. Also as a person of recognised merit, he was a member of the Jury for access to the Centre for Judicial Studies, of the Higher Sports Council, representing the Minister of Education, and of the Commission for the Supervision of Insolvency Administrators, representing the Minister of Justice. He was also elected President of the Circle of Litigation Lawyers.
The Superior Council of the Public Prosecutor's Office is the highest management and disciplinary body of the Public Prosecutor's Office. Its members include the Attorney General, the District Attorneys General, a Deputy Attorney General and six elected Attorneys General and Deputy Attorneys General, as well as two other persons of recognised merit appointed by the Minister of Justice. Among the various competences, the following stand out: appointing, transferring, promoting, dismissing, assessing professional merit, exercising disciplinary action and, in general, carrying out all acts of an identical nature concerning the magistrates of the Public Prosecution Service, as well as deciding on matters of internal organisation and staff management, and ordering inspections, enquiries and investigations.
